question on wifi and internet sharing.. how to?

it goes like this:
- we have a boarding house, which has around 10 rooms. Ang mga borders,
wanted to have an access sa ako wifi, pero i feel like alkansi ko, cuz they are
not paying for the wifi. Now I wanted, to share them the wifi, pero para dili sila
abusive, I WANTED TO LIMIT THE DATA, KUNG MAKI WIFI SILA.

naa bay ready made program ani? or do I have to configure my own thing?
