I purchased a laptop in Japan. Together with it is Japanese Windows Vista Home Basic edition. I have an English installer for Microsoft Vista Home Basic. Will my Japanese license still work when I install the English OS?

are you refering to the PK?and is your copy OEM or retail?
yes, i'm referring to my product key...the pk at the back of the laptop says Microsoft Vista Home Basic OEMAct...
I see no problem with installing an English language version of the product on the laptop your OS came with.
just install language pack, you don't need to reinstall
when you format, your key is gone ^_^
Install the English language pack. IIRC, OEM versions of Windows are tied down to one product key, one machine. If what you meant was using the CD key of the Japanese Vista on your English Vista, that wouldn't be possible.

Multilingual user interface pack (MUI) is a feature of Windows Vista Ultimate and Windows Vista Enterprise - i don't think that other versions can support 2 or more languages..
Licensing wise installing a different OEM CD using the Product Key underneath your laptop is not allowed. upgrading your japanese version though (although i'm not positive if it will be successful) to an english version of Windows Vista Home Premium/Ultimate provided it is a retail copy is ok.
