so tell me how many people using phone with dedicated GPS?, you can start your reply by listing it down...

my comment is from firsthand experienced building a system that uses GPS from our startup... and base from inputs of comunication engr....

GPS is not OS specific you know, it is device specific... just because you friend works in a telco doesn't mean he is correct...

you're not the only one who uses smartphone before it became mainstream bro...i have been using wireless technology before it became mainstream... i doubt you have used that hollowblock satchel bag CDMA cellular phone from the early 90's
I believe Lat/Long coordinates is enough to determine a specific position anywhere in the planet. Accuracy would of course depend on quality of the GPS fix. I cannot differentiate between what you call as 'proper' or what I would term as accurate/accuracy of the fix from satellites.

well indeed, I would agree with you that only a small percentage of users (here in PH, perhaps me and you is on that small list, hehehe) have a phone that's capable of accurate GPS fix i.e. they don't have dedicated GPS on their phones. Of course, GPS is a device specific, its a system which is independent from whatever OS a phone or any hardware uses.

Unfortunately bro..as what I have said...triangulation of GPS using cell sites is not enabled here in PH. That is according to a friend who works on RF side/Optimization of the cell sites. There's a component that's missing and/or not implemented in their network. Sa gawas tingale, that feature is fully implemented that's why determining a location of a mobile phone user is efficient and fast for them.

Well, it seems you are way ahead of me in years bro...hehehe...I'm still crawling in a crib during the 90's.

Cause everthing there is base in US. There's already an international emergency number and it is not 911 but 112. you can use it and it will direct you to the countries' emergency hot line or nearest emergency hot line. Australia has 000 US 911 UK 999 NZ 111...
