you can create users for Windows XP and Windows 2000 that has only limited rights. Whats your OS by the way?

create an account and belong it to a user group.

Put the specific user in to the guest account. It has limited rights, so he cannot install application
Right click my computer, then manage, then local users and groups,then groups, then guest, right click guest, then properties and add the specific user

GROUP POLICY EDITOR.... gpedit.msc in run command.
