Default Woman beheaded by live-in partner

A suspected drug dependent was shot dead by police after he allegedly beheaded his live-in partner in Sitio Libo, Barangay Tayud, Consolacion, northern Cebu.

The town police chief, Superintendent Mina Domingo, said neighbors heard Dominic Pahugot, 27 and Lovely Jean Quiño, 25 having an argument early Sunday morning.

They later found the suspect holding Quiño's head before throwing it at their backyard.

During the hot pursuit operation, Pahugot was found near the seashore and allegedly tried to attack the responding operatives using two bolos, prompting the latter shoot him.

The live-in couple left two children aged 1 and 3.

Recent data has shown a decline in ATS use in the regions of the Americas and Europe, while the highest levels of abuse worldwide have emerged in East Asia and Oceania. According to a review of ATS by UNDCP in 1996, there are about 20 countries in which the abuse of ATS is more widespread than that of heroin and cocaine combined. Japan, Korea and the Philippines all register 5-7 times the rate of ATS use compared with heroin and cocaine use.

Stimulants make up the majority of drug treatments in parts of Scandinavia and Eastern Europe as well as Japan, South Korea, Thailand, Laos and the Philippines.

However, it is thought many poorer nations don't collect the data, which means it is missing for many African, Asian and South American countries.

He said patients like Pahugot whose mental illness has been worsened due to illegal drug use cannot easily be treated within a month or a year.

Like chronic illnesses such as diabetes and cancer, there is no cure for severe mental illness, Obra said.

“Ang atong paghatag ug tambal para mapataas lang nato ang functionality sa patient sa iyang daily routine, trabaho, unsay personal needs, nga dili kaayo siya problema sa iyang mga kauban sa panimalay (The medicine is only to increase the the patient’s functionality in their daily routines, work, their personal needs, so that they wouldn’t be much of a problem to the rest of the household),” Obra said.

He advised people who have relatives suffering from severe mental illness to regularly provide medicines as prescribed by the doctor to prevent any possible violent or erratic behavior.

Obra said he often prescribes psychotropic and neuroleptic medication to his patients who are suffering from severe mental illness.
