CEBU, Philippines – The Land Transportation Office-7 and the Land Transportation Franchising and Regulatory Board-7 are both urging commuters not to patronize Uber and GrabCar.
"Amoa gyud giawhag ang publiko not to patronize them. We also urged the public to report to us aron madakop ni namo ang ilang mga units," said LTO-7 Acting Diretor Alita Pulga.
She said Uber and GrabCar are private cars used as public utility vehicles and can only carry passengers if they have a franchise or provisional authority issued by the LTFRB.
"We are now thinking of strategies how to catch these drivers or owners operating without a provisional authority. Kay klaro nga kolorum gyud ni sila unya wa sila’y passenger's insurance," Pulga said.
Under Joint Administrative Order (JAO) 2014-01, owners of private cars that operate as public utility vehicles will be fined P200,000 each and their units impounded for three months.
LTFRB-7 Director Ahmed Cuizon, on the other hand, said that since the start of the Duterte administration last June 30, he no longer issued any provisional authority to Uber or GrabCar, although there are plenty of applications pending before his office.

Last week, LTFRB-7 apprehended one unit each of Uber and GrabCar for operating without a provisional authority.
"Gidakop gyud namo unya tua na ron sa LTO impounding unit ang duha ka sakyanan," Cuizon said.
During his visit in Cebu last September 1, LTFRB-7 Chief Martin Delgra has suspended effective that day the issuance of a provisional authority for transport network vehicle services like Uber and Grab pending review of their regulation and other technical standards.
Representatives from Uber and Grab were not available for comment yesterday. — / RHM (FREEMAN)
