According to Makati Mayor Junjun Binay, it's not a parking building only.

In the same hearing, the younger Binay said that Bondal should not compare the Makati City Hall Parking building with the other establishments in the city. He said the type and features of the buildings as well as the types of soil they stand on vary.

“It is like comparing apples to oranges. Ang City Hall Building 2 ay isang dream office building. It is of world-class quality… It is designed to withstand earthquake with certain level of intensity” Binay said.

“Nais kong linawain ang nasabing proyekto ay hindi parking building lamang. Office building ito ng Makati city hall. May features ito ng isang green building, may atrium sa 7th floor, LED lighting, glass walls at panel, airconditioned, may dalawang elevators, conference rooms at function rooms at iba pang facilities at amenities. Kumpleto ang lamesa, silya at computers dito. Lahat yan kasama sa overall costs ng building. Nakatayo ito sa malabot na lupa kaya gumamit ng matatag na pundayson,” he said.

Smell fishy, but we'll just have to wait coz finding out where the fishy smell came from is on going. Remember, at time when that project was pushed was the time when the Mayor is planning to be a Vice-President, so what do you expect.
Ganyan kami sa Makati, dahil ganyan tayo sa buong Pilipinas. LOL

^^Really smells bad bro hehe. Even five star hotels can have the said amenities and besides, almost all of todays building were design to withstand earthquake intensity. And I think 2.7B for 11 floors buildings is just too much.
