Why can't the Philippines have an election reform and form an Electoral College just like the US? A presidential candidate should be won through electoral college votes rather than by votes. Each region or province would have a number of electoral college vote based on the number of congressional district. Each candidate or his party would select number of electors in every province based on how many district in a particular province.
For example, if Mar Roxas would run for presidency and secure votes in his home province of Capiz, he would only get 2 votes because the Province of Capiz only have 2 districts (assuming his 2 selected electors in that province would actually vote for him).
IMO, this would fix the issue on gullible Pinoys especially in Metro Manila voting for candidates who are in a political dynasty, celebrity, and etc.
