this is what good governance does. businessmen not afraid to invest and shell out huge sums of money.

this is what political will does. they listen and get their shit together or else they loose everything.

No matter how perfect an administration is, regardless of what country, there will always be back room negotiation. But the important thing to consider is - will it benefit the people? or just the business? it's all about working together for the common good, pero kung ang makabenefit kay ang business/specific person or group of people ra ug ang politician/s na nakig back door deal kay gisuholan, mao na diha ang dili maayo.

What for? Backroom negotiations only happen when the things involved are so confidential that it threatens national security. I believe that negotiation was transparent. Only corrupt politicians will do backroom negotiation that doesn't involve Nat'l security issues

I dont think Digong will promise us scraping of contractualization if he has no political will to do anything about it.
He is not fooling the public.

A different answer might be taxes lessen take home pay for individual taxpayers and lower returns for business entities.

Hence, compelled taxpayers will go all out of their ways seeking “tax shelters” just to avoid or if not lessen the amount of taxes to be paid. Mr. Lucio Tan is no different from any ordinary taxpayer. Instead of paying the whole amount billed for his tax arrears, he will want cuts, reductions, concessions, amnesties or whatever as long as it will be a lower amount. To do this, he negotiates, bargains, haggles, etc. until a deal is reached – just like a jeepney driver with stacking traffic citations will haggle for a lower amount instead of paying the exact amount of his accrued traffic violation penalties. Backroom or not, negotiations result to compromises.
Lucio Tan already paid his tax debts last year. we might never know what was discussed behind closed doors, all we can do is speculate. But I doubt Duterte would agree to him getting tax incentives in exchange for his assistance to fly out OFWs from Kuwait back to the Philippines. If anything, the only reason Lucio Tan agreed to assist is because it will be a PR nightmare had he not responded to the President's call. Cebu Pac did, why won't PAL?
