MVP's firm is the company licensed to work on the area but of course its Pnoy the president that has to do with diplomatic solution to the other country involved. Plus that post was an answer to your specific question "Does it have to be MVP's firm? why not the government owned PNOC partnered with CNOOC. PNOC had made it possible with foreign firms in Malampaya." I was just answering to that question.
