Kay its the firm of MVP that has the license to work on that area (A bit of history here Forum Energy plc | Reed Bank) MVP don't just want to choose CNOOC but other investors are also welcomed. Its just that some of them are hesitant. Kung akoy MVP, unahon nalang nako ang mga chinese.

Does it have to be MVP's firm? why not the government owned PNOC partnered with CNOOC. PNOC had made it possible with foreign firms in Malampaya.
