    Cebu City's boom started only after Marcos left the Philippines specifically during the time (and tandem) of Governor Lito OsmeƱa and Mayor Tommy O. This was the time when Ayala bought and developed the former Cebu Country Club to a business park. The former Lahug airport was also developed into an Information Technology Park. It was also during this time that the Mactan-Cebu International Airport was developed. Not many years later, Cebu would then host the Asean Toursim Forum (ATF). Such a boom however was cut short during the 1997 Asian Financial Crisis.

    Therefore I guess we should base our comparison starting with 1990 and not during the Spanish times.

    So it's been 17 years only and Cebu has already leapfrog to a booming city.




    During the Spanish times and way up to the American times, the two major cities in the Philippines were Manila and Ilo-ilo...

    Even a 1960s photo of Cebu (which a friend showed to me days ago) shows it as a very, very small town.


    What I like in Cebu is its "independence" from the capital and the initiative that it takes to improve itself. Take a look at the Cebu International Convention Center (CICC) which hosted the ASEAN Summit, it was built without financial help from the National Government. It was built out of initiative from the province itself. Yes it is full of controversies simply because it is the province itself who built it and many people were saying that it would end up as a "white elephant". Cebu's hosting of the ASEAN Summit may not be so perfect but at least the province tried to prove itself that it can deliver. Pardon me if I'm mentioning already the province simply because Cebu can't be without the surrounding cities. If we mention kase Cebu, it usually includes the entire metro area already.

    Take also for example the South Road Properties (SRP), it is a 330-hectare reclamation area. Yes it is full of debt because the current mayor is very, very selective on who should invest in that reclamation area. Dozens of potential investors have signified interest in investing there but up to now only one has been approved -- Bigfoot Entertainment. If he were not selective, we could have paid our debt a long time ago already but then the catch is the reclamation area would also be teeming with idle businesses such as warehouses, junkyards, etc.

    As the say, patience is virtue.. After all, Cebu's big debt doesn't make it less of a competitive city. Even the world's biggest corporation have debts in the banks.

    Try to read Robert Fenner's book about the economic history of Cebu published by the University of San Carlos.

    During the pre-Spanish times, Cebu was already an entrepot teeming with traders in Southeast Asia. Products from parts of the Visayas and Mindanao would pass by Cebu.

    When Legazpi founded a settlement of what would more than four hundred years later become the port of Cebu, the area slightly became progressive.

    However, when Legazpi transferred the settlement to Ilo-ilo and eventually to Manila, the port of Cebu declined to the point that only less than 5 Spaniards who were not soldiers or civil officers where living there.

    Such an economic decline led to what a traveling frenchman Le Gentil described as a settlement of straw shacks not worthy of calling a town.

    Why did Cebu decline while Manila overtook it? It's because during the Spanish times, the government passed laws and regulations that limited trade in Cebu. Nobody wanted to do business in Cebu which was one of the reasons why the natives just limited themselves to simple farming.

    This was also one of the reason why the Chinese became progressive in Cebu because they were the ones who filled the void left by the natives and the Spaniards themselves who became disillusioned with the extreme poverty brought about by the government's policy.

    mau lagi. sakit man gud sa amoa taga dabaw nga ingan mi sa taga kapital nga taga bukid. at leat kami mga mature ug utok kay sa sa ila. nasuya ko sa ila katong nagpakamatay ang 12 yr old na bata diri sa amo bariu. human didto murag wala gipansin ang nahitabo diri sa davao.
