Perhaps the reason is patient confidentiality.

The hospital might be afraid that the Filipino nurses were already talking about their patients in a foreign language, making "libak" or "chismis" or whatever which is a very big no no.

But at any rate, the rule is still very discriminatory and firing them for speaking Tagalog is too harsh.
