how many posts is the next user level after Junior member?

can a junior member create a new thread except for the restricted ones?

from my profile, i got 40+ posts but in my messages, it is way down. can anybody explain this to me? what's the policy?

I want to pay your membership....suggestion lang about the payment, it's better that there is home service payment on the closer cities and provinces ....100% many people are willing to pay for this membership....Anyway you can create agent who collect those payment....What you earn for this is believability, trust, know each member status etc. and vise versa to the member....
