well, it's recon if it doesn't have the original box
if it doesn't come with OEM accesories
if it doesn't have a manufacturer's warranty card
if the unit doesn't look new (scratches, faded colors)
if you bought it from stores in colon (well, mostly)
if it's too cheap compared to prices in the malls.
and lastly, try asking the seller, nowadays people generally know better when it comes to buying cp's so chances are, they're gonna be upfront with it. not that i'm saying sellers lie, but that's just it.

Some reconditioned/refurbished phones kay dili lang man sa china g assemble.. kabantay mo anang mamalitay ug "damage nokia".. Ila ra ng ilisan ang parts nga guba.. Housing and keypads to look like brand new nya ibaligya dayon..
