You can't enter Canada without a visa except for those nationalities with visitor visa exemptions.

Try Enhance or CIC for the assessment if you're eligible to apply. Your work experience must be at least one year paid and continuous under the Canada's NOC list of priority occupations.

For the FSW, I think call center working experience is not included under Canada's NOC list of priority occupations. Try QSW. You may visit those agencies for the assessment. Good luck.

FSW is still suspended until January 2013. The NOC 2006 will revised it into NOC 2011. We'll wait for the changes next year.

Under the Federal Skilled Workers & Professionals Category, the applicants must meet Level O, A or B on the NOC list. CIC publishes a list of occupations that are in high demand and do not require a valid job offer to apply for permanent residency. There is a cap of 10,000 applications per year and a total of 500 will be accepted from each occupational category. From 2011-2012, these are as follows:

0631 Restaurant and Food Service Managers
0811 Primary Production Managers (Except Agriculture)
1122 Professional Occupations in Business Services to Management
1233 Insurance Adjusters and Claims Examiners
    2121 Biologists and Related Scientists
    2151 Architects
    3111 Specialist Physicians
3112 General Practitioners and Family Physicians
    3113 Dentists
    3131 Pharmacists
    3142 Physiotherapists
    3152 Registered Nurses
    3215 Medical Radiation Technologists
3222 Dental Hygienists & Dental Therapists
    3233 Licensed Practical Nurses
    4151 Psychologists
    4152 Social Workers
    6241 Chefs
    6242 Cooks
7215 Contractors and Supervisors, Carpentry Trades
7216 Contractors and Supervisors, Mechanic Trades
7241 Electricians (Except Industrial & Power System)
    7242 Industrial Electricians
    7251 Plumbers
7265 Welders & Related Machine Operators
    7312 Heavy-Duty Equipment Mechanics
    7371 Crane Operators
7372 Drillers & Blasters – Surface Mining, Quarrying & Construction
8222 Supervisors, Oil and Gas Drilling and Service

Are you in Canada? Most PR card renewal applications are sent to Sydney, Nova Scotia. You may call 1-888-242-4100 to speak with a CIC agent or refer to this link and download:

If you're applying immigrant visa for Federal Skilled Worker (FSW), you must pass the 67 assessment points in order to be eligible in processing your application. Once you're successful with your documents, processing fees, medical exams, police records, desired funds to support yourself and meeting the criteria of the said program,
you'll be asked to submit your passport at the visa office.

If your application is approved then you'll be issued a permanent resident visa (PR visa) with COPR (Confirmation of Permanent Residence). Upon arrival, you'll be issued with a PR card and mailed to your address. The PR card normally expires within 5 years and it can be renewed.
