Good DVD to VCD conversion software?

pardon my ignorance, but what is the best software to use in converting DVD media to VCD?

what is the RIGHT file extension of DVD & VCD?

you can use DVD2VCD for this. for guides you can go to videohelp.com or doom9.org (if doom9 shows you the main page, navigate thru its menu: Guides -> VCD/SVCD)

DVD uses the VOB format while VCD uses the DAT format. both are just wrappers for the MPEG streams for DVD (MPEG-2) and VCD (MPEG-1)
