The best I've had was in the Fairfield, CA... USA. The owners of the grocery/catering/restaurant are originally from the Bicol region. Of course, you pay a pretty penny for it. I must say, it's surely worth it and I can't wait to visit them again.

I will do the next best thing... I will ask for their recipe since I will be living far away from their store (only visiting that area) so I will not be a regular customer or competitor of theirs. Also, I will let them know that I will share their recipe with others back in the Philippines. Plus, I would love that recipe for myself too.
