you don't need an agent if you just follow the steps stated at IMMI.
At the IMMI website, chose the type of Visa you want. From there you can calculate how much points you can make based on your qualification, work experience, etc.
Once you know that you can pass their points system then you can lodge your application. Yes, NIA (for accountants I think) is one of the many steps.
