BUS SYSTEM to be implemented in Metro Cebu as of now.
(Route: Mandaue City up to Talisay City.. All other routes will continue to be served by jeepneys).
The BUS RAPID TRANSIT (BRT) will be some sort of a transition towards a railway system.
Mr. Rogelio said that the BRT will serve as a guide if Metro Cebu is really ready for an MRT/LRT. As of now, according to him, an MRT/LRT "might not yet be really feasible" considering the very huge cost that it will entail and given that the Cebuanos themselves might not be really ready for it.
The government simply cannot introduce a railway system to majority of Cebuanos who got used to riding jeepneys. The mass transport system must be implemented step-by-step.
There's actually no problem with the distance. The actual route from Talisay City passing by Cebu City up to Mandaue City runs for 24 kilometers. The final phase of the proposed MRT/LRT will run the entire stretch of Metro Cebu from the Municipality of Carcar up to Danao City (around 104 kilometers). It's a question of getting passengers in vantage points or stops who will actually ride the system.
The Mass Transport System (from BRT to MRT/LRT) in Metro Cebu will be implemented "step-by-step" according to Mr. Rogelio. Furthermore, Mr. Rogelio said that a bus is equivalent to five jeepneys in terms of passenger capacity.
The BRT will also have designated stops. It cannot stop just anywhere like Jeepneys. The bus also has a schedule to follow. For example, at every bus stop, it will only have less than a minute to stay otherwise it will have to go. Once the bus also reaches the farthest end of the route, it will have to immediately go back. It will not be allowed to park for a long time just like jeepneys (to wait and pick up passengers perhaps) at the end of the route.
Operation of the buses will be done by bulk, say a minimum of 20 buses per operator. So meaning, there will only be a few operators who will be granted franchises and such granting will depend on "financial capability." This will lead to more regulation and control. This is also aimed at avoiding the same scenario in the case of jeepneys where jeepney operators own only 1 or 2 jeepneys at a time (instead of 20 or 30), which in effect, leads to more "colorum" passenger vehicles which contributes to traffic and pollution.
The BRT will run from Talisay City up to Mandaue City. A bus system will also be implemented starting from Minglanilla up to Malacañang sa Sugbo (traversing through South Coastal Highway).
