Why blame pag-asa? Remember when someone says "forecast" - its basically predicted. Weather is unpredictable, the most important thing is you have to be prepared.
Unlike the weather patterns in the United States - storms are tracked way way far before it hits you, storms are tracked from the west to the east giving storm warnings before hand. In the case of storms originating from the gulf of Mexico going upwards, its the same thing - UNPREDICTABLE, no matter how sophisticated the equipment may be. Just like tornadoes which can form in an instant, that's the same pattern that's happening in the tropics like the Philippines.
Blaming PAG-ASA is out of context because what they do is just to give forecast but there's no way they can predict what exactly will happen next, wind speed and direction even change in a second. Even countries with the most sophisticated equipments can't tell what will happen next when they're dealing with the weather. Bottomline, you can never control or predict nature. Wa lang nakapangandam PAG-ASA dayun ang basulon. Is it PAG-ASA's responsibility to look after people? LOL.
