    official/overseas development assistance (ODA) funds are mostly long term loans (15 to 30 years) with very low interest rates (1% to 4% p.a.) and sometimes come with grants. ODA funds are usually channeled thru government financial institutions. very few local government units (lgu) can access this funds directly, mainly because of complicated requirements imposed by the foreign funders.

    i remember the time that Cebu had the most sophisticated traffic system in the entire country. i believe it was installed by australians, this was the time when sammy darza and tomas were still good friends and now we have SRP. even the previous NEDA chiefs were not able to accomplish what Tomas has done in his own scale.

    Imagine if Tomas handles the National Economic Development Authority............ dako kaayo'g chances ug advantage nga ma-approve dayon ang mga ECONOMIC ZONES sa Sugbo, either sa City or sa Municipalities sa Cebu. Maproteksyonan pod niya ang SRP nga usa ka Prime Economic Zone. Mas mudaghan pajud ang mga MEPZ like developments sa Cebu.

    Should he get the job then I guess that makes him the first non economics grad NEDA chief. Not that it wouldn't work out but I do have personal reasons why I still want an economist to head NEDA. The most selfish reason being I want Tom heading the DILG and wrecking havoc upon the undisciplined LGUs in most parts of the country.
