I believe the presence of Nuclear weapons is most responsible for why belligerents are more 'careful' today. Some say the Cold War was World War III but many analysts classify that in order for a global conflict to be considered a "World War" it has to be "HOT" meaning it has to be fought conventionally in a large and destructive scale.

There was one big threat before between Russia and the US
but the cold war days are way over.

Aren't wars an intrinsic part of human history? Being human is being at war constantly, in some form, in some way. There are wars being fought right now, in many different places, countries...ethnic wars, civil wars...it is really only a matter of time before a war of a global scale erupts. Let's hope we're not around to see that.
