    Can we derive corruption from traits,
    is it heriditary or just a resort when the requirement of something,
    is too great that there are no other means to satisfy but to opt into such.
    It's human weakness that drives man to commit corruption,
    the drive to satiate that hunger for pleasure in absence of the means.

    We require deterrence and not annihilation,to obliterate corruption,
    It's a trend not really a culture and because of its rather pernicious nature
    merited to be curtailed at all cost.

    We can impose laws coupled with vigilance
    and the rampart necessary for this process.

    it's a world wide phenomenon... but we are discussing it here as a Filipino Culture.. it runs in our bloodlines.. do you agree, it is innate in Filipinos to be corrupt or is just that some individuals, specially those in power can't hold back?
