    The province of Ilocos Norte underwent enormous development after Bong-Bong was elected again as governor in 1998. Determined to follow the steps of his father pursued, he implemented various programs in every sector of the community. With his new brand of governance, Ilocos Norte was elevated to a rank ready for a globalized world. From a second class province, Ilocos Norte advanced into first class province shortly after Gov. Marcos was sworn into office.

    Gov. Marcos' top concern was to improve the quality of living of his constituents. Under his stewardship, Ilocos Norte radiated from the horizon as revealed by the surge of economic activities in its commercial districts, pouring in of investments and steady inflows of tourists, all generating employment and additional revenues for the province.

    During Gov. Marcos' reign, the status of the province was boosted to a greater height through his developmental programs that focused on agriculture, education, tourism, health and sports. In the agricultural sector, the governor's vision was the total transformation of the province into an agro-industrial center in the Ilocos Region. He believed agricultural development was an essential component of rural progress as it form the main source of livelihood of about half of the province's population. Governor Marcos funneled his effort in revitalizing the agriculture sector by implementing various programs and projects through the "Program Bannawag".

    Finding solutions to the shortage of teachers, Gov. Marcos gave assistance to the teaching manpower of Ilocos Norte by hiring at least 60 additional teachers, whose salaries were funded by the provincial government, through the "Sagip Maestra Program". Scholarship grants were also given to poor but deserving students.

    With peace and order restored, tourism industry in the province surged during the term of Gov. Marcos. The existing tourist facilities in different parts of the province were upgraded. Additional tourism enterprises were launched leading to the construction of the Museo Iloko, Dap-ayan center and Ilocos Norte Tourism office and the restoration of the Rest Area in the Ilocos Norte-Ilocos Sur boundary. Bong-Bong Marcos also initiated and started the construction of the P472 million Hotel and Convention Center at Barangay Balacad Laoag City. In addition, eco-tourism projects, like the promotion of lesser known tourist destinations of Ilocos Norte, were undertaken which further drew more tourists to Ilocos Norte.

    Under the health sector, the provincial government of Ilocos Norte appropriated outlays for medicines and medical supplies, especially for the indigent patients. The governor negotiated with Asian Development Bank (ADB) and Department of Health (DOH) for the Health Sector Reform Agenda eyed at improving the health services at Gov. Roque B. Ablan, Sr. Memorial Hospital and district hospitals in Bangui, Dingras, Marcos and Vintar towns and the 22 Rural Health Units in the province.

    Sports development was an integral part of Gov. Marcos' governance in the province. The expertise of former Gintong-Alay Director Michael Marcos Keon as consultant was a defining factor for the development of the province as a sport powerhouse in the region winning the Ilocos Region Athletic Association meet (IRAA) eight consecutive years.

    The establishment of the Wind Mill Farm in Bangui was a remarkable feat Bong-Bong has accomplished as governor of Ilocos Norte. This multi-million dollar energy source is the first of its kind in the Philippines and South-East Asia reducing cost of electricity, luring tourists and attracting investments in the province.
