Sun.Star Cebu - Incidents trigger calls to impose curfew in brys.
RECENT incidents involving minors and fraternity members are making a Cebu City official ask all barangays to impose curfews.
The curfew, Councilor Augustus Pe Jr. said, could prevent minors from loitering even late at night.
Pe, City Council committee on public order and safety chairman, made the request following the stabbing to death of a 19-year-old man whom five youngsters merely came across in Barangay Punta Princesa past midnight, the other day.
The attack came three days after five minors shot to death a 16-year-old boy in front of Tejero Elementary School along M.J. Cuenco Ave., Cebu City Friday last week.
He said that both Barangays Tejero and Punta Princesa are not implementing the curfew ordinance.
“Obviously, there is a security problem among teenagers roaming the streets and starting unprovoked attacks,” Pe said.
He acknowledged, though, that there are barangays that are “not adequately equipped” to implement the curfew ordinance.
But, he said, barangays could be active by doing roving patrols, which serve as deterrence.
“Sambag II officials seek police assistance to call the attention of teenagers they see roaming the streets during the wee hours of the morning. Barangay tanods should also be told nga abogon gyud ng mga batan-on nga mamauli na,” the councilor said.
This as Acting Mayor Michael Rama will meet the city’s police officials today in a command conference to check if they are efficient in their posts.
Rama said he is worried that Cebu City’s 11 police stations and other special units are no longer headed by competent officers after last month’s revamp.
He particularly wants to find out what they are doing to fight criminality, especially with the recent incidents involving minors and fraternity members.
He said he is not concluding that the police officials are incompetent. He pointed out, though, that when before the stations were headed by police superintendents or colonels, they were replaced by senior inspectors and chief inspectors after the revamp.
“I want to be convinced whether the new station commanders deserve their assignment and if they impress me. This is very crucial because these people are considered little chiefs of police,” he told reporters yesterday.
Among the things they will discuss during the conference at 1 p.m. are the crime prevention measures of each station and unit and the level of competency of the commanders.
Also yesterday, Cebu City Police Office (CCPO) Director Patrocinio Comendador said he is optimistic that they would identify and be able to file complaints against the five teenagers who stabbed dead a 19-year-old passerby in Barangay Punta Princesa.
Comendador identified Punta Princesa as one of the barangays in the city faced with a problem on fraternities and gangs clashes.
Gerry Giuseppe A. Gatungay, a married third year college student, died of stab wounds after he was attacked by five teenage boys wearing black shirts in Punta Princesa.
The group, believed to be members of a gang, was reportedly heard saying “we’re looking for a riot” before killing Gatungay.
Comendador said he already directed members of the Anti-Street Hoodlums Operating Team (A-shot) to help in the investigation and to continue monitoring the lairs of these groups.
The police have also been coordinating with barangay officials about problems of the members of gangs and fraternities figuring in troubles.
He believes that because of the semestral break, fraternity or gang members may be able to meet regularly and roam the city even late at night.
Meanwhile, Mandaue City Police Office (MCPO) Acting Director Vicente Mersan Premne is now focusing his attention on different youth gangs and fraternities in the city after learning that members of a group were rounded up recently in the neighboring Barangay Mabolo, Cebu city.
During the arrest, policemen learned that some of the members are from Mandaue City. The arrest forced group members to transfer their activities in Mandaue City.
Reports have it that the group already transferred to the city abattoir in Barangay Labogon; Premne has directed his intelligence and investigation operatives to monitor the group’s presence in the city’s 27 barangays.
Premne said members of this group and their activities will now be included in the police’s night patrol watch and monitoring.
MCPO policemen, assisted barangay tanods, are already conducting regular mobile check points in various “critical areas” in the city following the rise of crimes perpetrated by motorcycle-riding suspects.
