illegal gyud na ang "ukay-ukay"...these items are smuggled by big-time syndicates mostly thru Subic Bay Freeport using fake gatepasses or in cahoots with an insider (freeport locator)...these are also smuggled thru Cebu port or the backdoor like the Zamboanga port...
sometimes they are also imported as donated relief goods for calamity victims thru NGOs but end up being sold as ukay2x instead...so, technical smuggling pud ni.

MANILA, Philippines -- Agents of the Bureau of Customs (BOC) intercepted P7.5-million worth of smuggled used clothing from Korea, which the government has banned from entry into the country.
Julito Doria, head of the bureau’s X-ray Scanning Project, said the shipment -- consigned to Budeac Trading -- arrived at the Port of Cebu on September 22 in five 40-foot container vans....
