Sections 3601 of the Tarrif and Customs Code and Article 172 of the Revised Penal Code prohibiting the importation of used clothing and rags.

"Sec. 3601. Unlawful Importation. Any person who shall fraudulently import or bring into the Philippines, or assist in so doing, any article, contrary to law, or shall receive, conceal, buy, sell, or in any manner facilitate the transportation, concealment, or sale of such article after importation, knowing the same to have been imported contrary to law, shall be guilty of smuggling and shall be punished with..."

illegal gyud na ang "ukay-ukay"...these items are smuggled by big-time syndicates mostly thru Subic Bay Freeport using fake gatepasses or in cahoots with an insider (freeport locator)...these are also smuggled thru Cebu port or the backdoor like the Zamboanga port...

sometimes they are also imported as donated relief goods for calamity victims thru NGOs but end up being sold as ukay2x instead...so, technical smuggling pud ni.

Customs seizes P7.5-M used clothes from Korea

MANILA, Philippines -- Agents of the Bureau of Customs (BOC) intercepted P7.5-million worth of smuggled used clothing from Korea, which the government has banned from entry into the country.

Julito Doria, head of the bureau’s X-ray Scanning Project, said the shipment -- consigned to Budeac Trading -- arrived at the Port of Cebu on September 22 in five 40-foot container vans....

We're talking about the Philippine government here...who's gonna come after these people? PASG (Presidential Anti Smuggling Group)? PASG is only a front used by FG Mike Arroyo to pinpoint who the smugglers are so he can extort money out of them.

Smuggling cant be stopped. In fact i'd say 100% of filipinos somehow own smugled goods. Kung wa pay mu smuggle, pwerteng mahala sa mga pamalitonon.
