Well,i cant blame people here having negative perceptions about government employees. But on a political stand point, Mr trillanes is trying to woo 1m plus government employees and families for their votes.

balls. then everyone would want to be elected. raise the standards of qualifications first.

bachelor's degree for barangay captain and councilor.
mba / public administration for the city/municipal level + 5 years management experience in any enterprise.
mba + law + 10 years management experience for provincial level.
mba + law + 5 years management experience in private firms + 10 years executive experience in government for prexy and vp.
for lawmakers: 10 years law practice for lower house, 15 years law practice for upper house + 5 years city level legislative exp.

no family member up to the 3rd degree in any other government position.
no family member can run for your position after your term fro 3 terms.
no second term if GDP of your area does not increase by 5% by the next election.
no second term if poverty and joblessness does not decrease by 5% by the next election.
standard of proof for removal due to betrayal of public trust or other offenses : circumstantial

@carmicael: I consider your high standards of qualifications and here are the breakdown.

    for barangay captain and councilor:

    for the city/municipal level:

    > mba / public administration + 5 years management experience in any enterprise.

minimum age requirement: 21 years old on election day
new age requirement: 32 years old = 20 years old (estimate age to finish bachelors degree) + 7 years (mba/public admin) + 5 years (management experience in any enterprise)
    for provincial level:

    > mba + law + 10 years management experience

minimum age requirement: 23 years old on election day
new age requirement: 47 years old = 20 years old (estimate age to finish bachelors degree) + 7 years (mba/public admin) + 10 years (law) + 10 years (management experience in any enterprise)
    for prexy and vp:

    > mba + law + 5 years management experience in private firms + 10 years executive experience in government

minimum age requirement: 40 years old on election day

    for lawmakers:

    > 10 years law practice for lower house

minimum age requirement: 25 years old on election day
new age requirement: 40 years old = 20 years old (estimate age to finish bachelors degree) + 10 years (law) + 10 years (law practice)
    > 15 years law practice for upper house + 5 years city level legislative exp.

minimum age requirement: 35 years old on election day
new age requirement: 50 years old = 20 years old (estimate age to finish bachelors degree) + 10 years (law) + 15 years (law practice) + 5 years city level legislative exp.
Dako kaayog deperensya sa edad. Estimates pa gani na. Unya wala pa nay labot pila ka years ma add up kung when ma change ang constitution una pa na ma apply.

Do you think naay mosukol ana considering the salary they will get? And besides high standards of qualification is not assurance to win in election.

considering na karon ang requirements kay age ug residency ra, having a solid educational background and actual experience matter. i'd say it's miles better than a no-read no-write aspiring to become the country's chief just to get a slice of the pie.

of course these qualifications are useless if the voters are bobotantes. if wala gabayad og income tax and ga-dawat ug government welfare, dili ka-vote.

10 years for law and 7 years para mba? asa ka ana na estimate?

With the qualifications indicated above, these people who are qualified to run for a position are better off working for private companies rather than the government.
