Well, like dulcepixels said.. "It's the obligation of the designer to educate his client about the importance of both technology." Most clients only say what they usually hear from other people with websites. Flash this, Flash that. So they'd think that Flash is the "in" thing; naturally they'd want "in" too. It's depressing how influence can go a long way and turn into some trend.
Also, not everyone is on broadband; so there's always that to take into consideration when building a Flash-enabled website.
What ticks me off the most is the fact that most designers on Flash tend to overlook that little fact.
