The CVOs in the area are more loyal and much under the control of their coresponding local officials gov, municipal mayors,.etc in the which bloodlines and local datus local culture have important roles and have their own armed followers the CVOs title just makes them legal even without the military hardware support in the area this datus have there own firearms the more guns the more powerful you are the GOvs. clan for example is rumored it could mustered up to 4 thousand rifles and thousand of loyal followers usually within bloodlines if provoked others small time datus or politicos can musterd 100 to 1000th..
the MILf got the tatse of their own medicine, fighting and messing with the locals is much difficult than fighting the the AFP in the area , as the two are free to do anything from using assasins, to burning houses, atrocities..etc are all but normal...in the case if they fight the AFP the AFP is bound to follow the geneva conventions unlike the MILF who dont even take prisoners of war
