You should realize you're in the Philippines. Third world country after all. This is not Japan, Singapore, South Korea where you could walk anywhere with a rolex worth 500k at 3 am and nobody cares.
Living here, studying here is cheap and there are many poor people. its the same situation with many third world countries. Poverty is the culprit.
But if you would choose between North korea and Cebu I bet many South Koreans would stay in cebu
