on another perspective, maybe Suansing is using CHAOS THEORY. I dunno his style but my 2 cents tell me the hullabaloo about the modification issue (the seed for the chaos) was intentional to arouse public outcry and indignation thus resulting to more concerns and drawn out proposals about the guidelines from riders from all walks of life, bikers clubs, and even including DTI...

he may have used the "reverse approach".
