    in another perspective, murag way labot ang Office of the President aning pagwagtang sa kwarta sa Quedancor...it is the Quedancor's mismanagement mismo...

    Ex-Quedancor chief admits swine program has loopholes

    ..."Some farmers were unable to payback their loans due to some “flaws in the system," resulting in undetermined losses for the government.

    Buenaflor also said some portions of the budget that were not reported under the swine program got listed under the livestock and poultry program of Quedancor." ...this is a technical mistake in accounting also.

    in my own experience, i even got a loan approval from Quedancor last 2003, a year before Quedancor was transferred to the OP from DA...AND TO THINK I don't belong to the agri sector....just proves to show that loose kau ang ilang loan mechanisms at that time. i tried to re-loan this year but got rejected due to my non-agri category...it's just that maybe lots of farmers got away with the loaned money without paying it.

    it might be recalled that Quedancor was transferred to the Office of the President last July 2004, 2 months after the May 2004 elections...so this is an argument to quash that Quedancor funds were used in the May 2004 elections.

    still, the gov't has a lot of explaining to do as per Commission on Audit (COA) report...the initial explanation is that the lost amt is in "overdue amounts receivables" from farmer's loans (not bad debt) and mistakenly listing some accounting entries into the "Livestock and poultry" instead of the "Swine Program".

    Ohh come on you can do better than that.. even kids read the news right? obviously, when you bring up an argument like that you must understand why the hell the partisan senators are spending so much time for the ZTE case? in the senate wherein those guys should be working on real problems like unemployment or perhaps in your case education, poverty, peace and order and so on.. those are priority problems that the senators should be working on.. don't sullsh8t me about your knowledge about what's going on..you see what I am saying?

    Agriculture Secretary Arthur Yap denies that he was part of a P5-B Swine Program scam of the Quedancor in 2004, calling the allegations as “absurd” and “preposterous”.Yap even said he was the one who called for an internal investigation based on the findings of the Commission on Audit (COA) and that he ordered the transmission of the COA report to the Office of the Ombudsman for investigation.

    When he returned to the Department of Agriculture (DA) as secretary in 2006, he was given the COA report in 2007. He then formed a management committee to look into the findings of the COA and run the agency after its chairman was ordered to go on leave.

    He also defended the Swine Program saying the COA report only questioned its implementation but not program itself. The program was meant to help re-stock small hog farmers because of low inventory in 2004 and 2005....

    mao btaw na nag imbestigar ang senado ana nga issue kay usa na sa hinungdan nga nisamot ka lisud ato nasud kay ang kwarta sa katawhan gikurakot man sa pipila ka tawo nga naa sa pwesto karun sa gov't.

    wala btaw kawatan motug-an...ang pangutana kng cya ba ang nangawat. motug-an pud diay ka kng dili gyud ikaw ang nangawat? nya Presidente mag wild kng pasanginlan? that's a no-no for proper decorum...that doesn't even need logic bro...

    take note that the Quedancor money wasn't lost overnight...ga hinay2x na cya ug kawala ky naay wala na ning bayad sa ilahang mga loans...there was no problem w/ the Swine Program per se, only the implementation has loopholes as per COA report.

    and we don't want another Senate circus for this please!!! let them do their original jobs, in aid of legislation...if not then, dili lng kay kasuka-on ko mg tanaw. mka suka na gyud ko!!!

    besides, the case has already been forwarded by Sec Yap to the Ombudsman based on COA reports...no need for a Senate inquiry.
