    News: RP, OIC agree to review pact on Moro separatists

    THE Philippines and the Organization of the Islamic Conference are to review progress on a 10-year-old peace pact Manila signed with Muslim separatists, a joint statement said yesterday.

    The pan-Islamic OIC brokered the 1996 Philippine deal with Muslim rebels of the Moro National Liberation Front to end their fight for a separate state on the southern Philippine island of Mindanao.

    Dates for the meeting, which is to be held in Jeddah in Saudi Arabia and will also include rebel representatives, are being firmed up but it should be “set as soon as practicable,” the statement said.

    Manila and the OIC will hold a “preliminary meeting” on the sidelines of a coming foreign ministers’ meeting by Islamic nations to be held in Azerbaijan next month, the statement said.

    Under the peace pact, rebel group leader Nur Misuari agreed to a limited autonomy rather than a separatist state and for former rebels to be integrated in the police and military forces.

    Misuari became governor of the autonomous area but in 2001 his followers, allegedly on his instructions, carried out simultaneous attacks on government targets that killed more than 100 people. He is now in jail facing charges.

    Diplomats from the Islamic body last week visited areas in Mindanao to check on the progress of the peace pact, and urged President Gloria Macapagal Arroyo to free Misuari.

    The joint statement Wednesday said the OIC hoped that Misuari “will be able to participate in the proposed tripartite meeting” and that his case be resolved soon.
    Misuari’s outfit is the only local group recognized by the OIC as the representative of minority Muslims in the Philippines.

    A splinter group, the Moro Islamic Liberation Front, as well as the smaller Abu Sayyaf group, blamed for a string of deadly bombings and killings, were left out of the accord.
    The Philippine government is pursuing a similar peace agreement with the MILF on its own, but the Abu Sayyaf is considered a terrorist organization. AFP

    ^^ The peace talks is moving eloquently. With the joint statement released, and the OIC itself is committing for such, we could attain a solid ground on peace talks. It is a fact that the OIC is our stronghold when it comes to these talks on peace agreement.
    We all know that the OIC is an influential group of the Muslim people. With this joint statement, we can add an assurance that a concrete peace agreement will surely follow.

    RP expects peace deal with MILF before Ramadan


    The government expects to sign a peace deal with Muslim separatists in time for the Islamic holy month of Ramadan later this year, a top official said yesterday.

    The deal would end the Moro Islamic Liberation Front (MILF)’s fight for a separate state in Mindanao, where they have been waging a bloody rebellion since 1978, Defense Secretary Avelino Cruz said.

    Peace talks with the MILF are in the final stages, with both parties now firming up the details about how to handle traditional Muslim lands, where the MILF will be entitled to a share of economic development.

    "If we are able to conclude the final peace agreement with the MILF, we’ll have dramatically improved the security, stability in central Mindanao," Cruz told reporters.

    He said Manila was "confident" that a political settlement would be reached before the start of Ramadan. — AFP

    Japan funds peace and development training in Mindanao

    Japan is funding a P4.2-million seven-month peace and development training program for dozens of workers of the Bangsamoro Development Agency in Mindanao.

    Jesus Dureza, presidential peace adviser, and Shozo Matsuura, resident representative of the Japan International Cooperation Agency, signed the agreement for the training program, which begins this month.

    The development agency, put up jointly by the Moro Islamic Liberation Front and the government in 2002, oversees the rehabilitation, humanitarian and development projects in the areas hit by armed conflict in the Mindanao region.
