my man, what u r doing is character assasination. pls prove ur statements first. usa ra may Garcia naa sa GSIS. that is Mr. Winston. naa diay siyay direct relatives working at GSIS? if then, that's nepotism. but then again, pls. prove it first.

and besides, he could be "datu" na daan due to his being a prominent Garcia in Cebu. To add, dako man sab iya salary and perks as GSIS President...
