Pnoy must be joking for this. It would never happened as major oil companies like Exxon, Chevron, Shell, ConocoPhillips, Total, and others are not will to risk their investments to drill the untapped oil reserves in Spratlys until we allow them to have a flexibility to control their investments with 100%.
Abolish 60/40 equity restrictions first!
