i understand why Macias railroaded the process of the Sugbuak Bills, he is bitter to Cebu and to the Garcias in particular. in fact, i remember during one of the meetings before of the Regional Development Council when he was still the governor of Negros Oriental, he had a clash with Pabling. he questioned why Cebu has always the biggest share in any aid or budget for infrasfracture among the provinces of Region 7 leaving Negros Oriental (Macias` province) behind.
