I made a DUE DILIGENCE concerning SRP for a 100 hectare development.
With me are documents concerning the development of SRP from Cebu City Gov't.
Contracts with the Bank from Japan and Contracts with Land Bank...
This is the set up,
Nag Loan ang Cebu city Gov't sa bank sa Japan
but Japan will not take the SRP project as collateral but rather made the PHil Gov't as
co-maker instead. So in case Cebu City can't pay the loan, The Phil Gov't will assume the debt
and will Own SRP.. actually kana interest sa SRP padulong ra guihapon na and uban sa Gobyerno/
It is also NOT true SRP cant be sold kay reclaimed lot .. sus pastilan ingon gani sila GGC tag eya sa
pier s Linao Ormoc City nga wala gani to cguro ECC. and SRP na hinoon dili ma baligya...
What is stated in the development of SRP ... The city can sell the lotS as long as the area sold mo balance
the actual cost paid up sa loan. Example if paid up na ug 30% ang Cebu City hall, they can only sell
up to 30% sa total area sa SRP. If the area is more than the paid up area, they can still sell as long as
the revenue generated will be use to PAY up the Loan.
There is a provision however that Cebu City can't sell more than xx% of SRP to individual or corporate entities. THIS IS SO para subsistent pa guihapon ang interest sa city with SRP project dili biyaan.
and also the city is allowed to DONATE SRP LOTS to any govt entity or charitable non stock non profit institutions but not more than xx% of SRP total area.
Capitol should know that SRP is like MEPZ I. Investors can own the lots.
SRP has been declared by the President under Presidential Proclamation as a Special 'EConomic Zone.
Wherein the Cebu City Gov't is the DEveloper and Operator of the zone. Dili congress and mo approve if
in case mo baligya sila. wala na tawon labot ang congress ana.

If we follow your logic, though it is a Joint-Venture (bisa'g baligya gud) and not a government reclaimed lot, wala di'ay right nga I-close sa Ayala ang AsiaTown IT park to the public for whatever reason kay government lots gud na. (nga inilog from private entities through technical land-grabbing).
So kung naa man gani right ang Ayala mo close sa IT Park compound, then naa sad right si Tomas mo-close sa SRP.
Maayo pa si Tomas, nag-reclaim ug yuta, wala nangilog. Wa man gani na pahawa-a ni Tomas ang mga residents sa Barrio Luz because if I remember right, then President Magsaysay declared it as a relocation site bisan nag tong-tong na sila in a very prime lot. I don't know if it was a temporary relocation or not though. I also don't know if some settlers were able to get titles in that lot but with titles or not, they should do something about barrio luz that is beneficial to both the government and the settlers because the government cannot just move people just like that in the name of progress.
Sa ato pa, kung ang progress, ma-abot na relocation site sa pulang bato sa Talamban which is not very far from happening, pahawa-n na pud sila ngadto?
Mark my words, kung usa ka Garcia na gani ang mag lingkod sa Cebu City Hall, haros gyud na ug pamaligya ang Barrio Luz ug mga Friar Lands gamitan lang na ug smooth legal maneuver and technicality para "ma-legal" just like what they did to the original owners of Lahug Airport now AsiaTown IT Park and Waterfront Hotel.

It is just very perplexing and funny at the same time to think how Cebu's LGU is SO MUCH into the real estate business.
