Manila itching to host ASEAN summit, Osmeña says

Mayor Tomas Osmeña said Monday that until now, officials in Manila could not accept the fact that Cebu will host the 2006 summit of the Association of Southeast Asian Nations (ASEAN) and are looking for reasons not to hold it here.

"The Department of Foreign Affairs is trying to find an excuse not to do it in Cebu but the President said this thing will be done here," Osmeña said.

"So, we don't want people to feel that choosing Cebu was a big mistake that's why we have to make a major sacrifice," Osmeña added.

One of the sacrifices for the city government was to purchase two luxury cars for use by heads of state who are coming for the summit, despite a shortage of funds.

President Gloria Macapagal-Arroyo has pledged a P1 billion budget for the entire event.

Mayor Osmeña said the city government could purchase one or two units of BMW or Mercedez Benz limousines, which would cost around P5 million.

"Let us buy some. The city government might want to buy one or two limousines for guests to come here," Osmeña said.

Osmeña also said the city government would take charge of the cultural night and the international media who could come to Cebu to cover the event. "This would give us some advantage," he said.

The city government, he said, would use its own money to entertain the visitors, saying, he did not want to give Manila a chance to grab the credit of a successful show.

As this developed, Adelberto Yap, general manager of the Mactan Cebu International Airport Authority (MCIAA), expressed concern over the limitations of the airport in accommodating an influx of aircraft during the summit.

"There are 10 ASEAN members plus those countries invited to attend the summit like Russia, Korea, Japan, New Zealand, Australia and the United States and they would all be bringing their own aircraft and that's the problem there," Yap said.

Yap said one step he could take is to urge the Philippine Air Force to transfer its junk planes now occupying the military ramp near the airport to another site.

The 20-hectare military ramp, he said, could be utilized as parking bay for the aircraft of the delegations.

Cesar Dona, chief of the operations division of MCIAA, said that the airport board was intending to put up 12 additional parking bays once the military parking ramp is turned-over to them.

The green area of the remote parking apron will also be developed and cemented to be utilized for aircraft parking.

Two additional passenger tubes or bridges will also be built at a cost of P135 million to accommodate more 747 aircraft.

Yap said the board has approved a P800 million budget for next year.

He said the construction of the MCIAA administration building just in front of the Mactan Waterfront Hotel would be completed in 10 months in time for the summit.
