AFAIK there are 3 main sources of military technology: Russian, European, and United States. Other so called "indigenous" technology like from the Indians, Israeli, Japanese, Chinese and others were simply learned from those 3 main sources and later improved to meet their individual needs. For example sa India, for many years they acquired military hardware and some technology from those 3 and they also embarked on their own R&D investing billions on it. Now they are reaping what they invested in research and can finally manufacture their own and sell it to other countries. In the end, nabawi ra gihapon ila nagasto. That is the fundamental difference between these great cultures as compared to us filipinos. We tend to be contented kung unsay dole outs or ihatag sa ato ni Uncle Sam.
As for your question, no doubt these Indian frigates are great military hardware that is at par with the others. But with any acquisition on a limited budget, dili ta basta-basta nalang mupalit if it does not conform to a long list of factors and guidelines to consider. Maski pag ihatag or e donate na sa atoa, if it fails our guidelines then mas maayo dili nalang. Useless ra gihapon basin mahimong junk. I remember there was a documentary where they found a number of armored vehicles stored in a warehouse in an airport in manila, deteriorating and rusting, waiting to be rehabilitated or else put to junk. For some reasons dili magamit ang mao nga armored vehicles maybe it doesn't fit our specs or we cannot afford the maintenance.
