    What I'm really interested in and looking forward to is the small-scale implementation of Bus Rapid System in SRP. I think that the original plan for BRT calls for small-scale trial runs to be conducted first at SRP before being expanded to include all of Cebu (hopefully within 4-5 years).

    i'm greatly appalled that you can post a positive thread about SRP w/o being insulted, harassed and accused here of being connected to Osmena. pero kung naay mo post something positive about the Cebu Province, it is the other way around here. why is that?

    sorry but I just cannot buy your reasoning appealing to forumers not to post any hint of negativity about SRP here. even your title says "SRP news and developments". that means news or developments be it positive or negative or neutral! AFAIK, people criticizing SRP/FLI does not automatically mean these people are crocs and crabs of Capitol. where did u get that thinking?

    don't get me wrong. I believe my opinion is valid and reasonable. and trying to be neutral too.

    how does it differ if one says positive about the benefits of having a SRP but criticizes how the city handles the FLI deal to another who says positive about the benefits of having a CICC but criticizes how the Province built it?

    the difference is the treatment "some" istoryans here give to another by way of cyber-bullying...

    THE Cebu City Government is confident the lawsuit the Capitol filed over City Hall’s joint venture with Filinvest Land Inc. (FLI) will not scare away investors, Acting Mayor Michael Rama said yesterday.

    He said the City has “intelligently processed” what it approved, unlike the Capitol that bought a lot that included submerged portions, referring to the Balili properties purchase.

    “The burden of proof is on them (Cebu Province officials). We completed the contract. And it is our legal opinion that it has a leg to stand on,” Rama said.

    He reminded the public that with the FLI deal, the City has been receiving revenue from the staggered payments, while the Capitol just lost part of P97 million for a property that is partly underwater.

    “Scared? Investors will be scared if there is a proven graft and corruption and if the City is buying (land submerged in) water,” he said.

    Other than violating the anti-graft act, Cebu City officials and Filinvest Land violated the Commonwealth Act in their joint venture agreement to develop part of the South Road Properties (SRP), Cebu Gov. Gwendolyn Garcia has said.

    In her 15-page affidavit-complaint submitted to the Office of the Ombudsman-Visayas last Friday, Garcia cited Section 60 of Commonwealth Act 141 and said the agreement, which involves the sale of a parcel of Pond F, requires congressional authority.

    “Land so granted, donated or transferred to a province, municipality or branch or subdivision of the government shall not be alienated, encumbered or otherwise disposed of in a manner affecting its title except when authorized by Congress,” the provision reads in part.

    Rama declined to comment when asked if he believes the Office of the Ombudsman-Visayas will rule in the City Government’s favor.

    Mayor’s absence may stall pay, SRP movements

    WITH the prolonged absence of Mayor Tomas Osmeņa from Cebu City Hall, the contracts of some casual employees cannot be renewed while others cannot be paid their salary.

    Long-term programs, such as the additional development works at the South Road Properties (SRP) and negotiations with investors, will also be affected and stalled.

    If the release of the workers’ pay is being delayed by his leave of absence, Osmeņa said he may return to City Hall for a while to sign all the documents he needs to sign.

    Although Vice Mayor Michael Rama has assumed as acting mayor since Osmeņa left for the US last Sept. 14, his full powers as mayor have not taken effect yet.

    The acting mayor is barred from hiring, appointing and terminating the services of employees for one month from the date he assumed as acting mayor.
