If you don't want to spend too much. You can save up money and wait for the winter tours. That's the cheapest. I heard there was a package of approximately 75k for a weeks tour with hotel and breakfast, but you can't choose where to go.

I can't say what is the top five. You have to do your research and look at the sites that interest you. What might interest me could possibly be the opposite for you. As I mentioned earlier, the train routes is your first step as it will guide you which places are proximate to each other based scheduled trips. Of course you wouldn't like to spend another night on a place where there is nothing much to see.

If you plan to really go on a shoestring budget, then you will have to search for youth hostels as these are the cheapest accommodation you can find. Don't go for campsite unless its a summer season - mogahi ka sa kabugnaw niya. The food, you will really have to prepare for the worse scenario. Actually, if you travel, you can try to save up on some destinations, but I would advise strongly to have more money than your budget; so, when the worse thing could happen, you wouldn't be caught in a place without a budget. By having a budget does not mean you will consume all of it, if you could spend much less... why not? For instance, we budgeted 200K per person, but in reality we spent only 135~145k each on the average (170k mentioned above because we bought some souvenirs, chocolates, etc.). I'm sure you get what I mean. This time, the euro is only Php65 vs during the time we went there which was Php72. There is a huge difference! A three country 5 train pass of the eurorail costing 250euros is only Php16250 - now, and Php18000 before.
