i can't imagine html alone doing some parsing. is it php parsing html codes?
to answer your other question. generally you parse data to retrieve some info or data you need to manipulate. simple as that. what data? it depends.
There are two scenarios with your questions:
1st..... usually you use PHP to generate HTML codes but the extension is ".php"
2nd.......
The answer is NO, it won't tell any difference.
Parsing PHP using ".htm" extension is very possible. We use that all the time to hide the true file extensions of the website. The purpose is to confuse the visitors what language used on the website. Usually, we hide the extentions to make it more confusing.
The other intentions to this is to confuse the other developers so that they won't copy us... but it's just another point of view anyway....
It won't tell any diffence on the Speed. It's all in server setup on Apache configuration or HTACCESS file override configuration.
The big examples are that you cannot see their file extentions....
Yahoo
facebook..... etc and other big famous websites.
You'll only see "/" and "?" .... get the idea?
ISTORYA.NET is the big example. You see ".html" but it's actually PHP using vBulletin opensource website program. The program is compatible to use URL manipulation hiding the extension... and also search engine friendly.
You need to look around more.

actually i googled her question before i made an answer kay naglibog kow. her question "unsa jud dai purpose nganu i parse man?" made me think twice. to think she knows how php scripting works.

the first two resulting pages could possibly answer her question in different angles.
