Talking 2009 Park Boys Fall League (Rules and Regulation / Team Line-up / Schedules)

2009 PARK BOYS BASKETBALL CLUB (FALL LEAGUE)

Sundays will be reserved for PBBC league which we plan to kick-start by October 25 or November 1 (Fall League). There will be 4 club leagues per year namely Spring, Summer, Fall and Winter leagues exclusive for regular park players/old gym players and is per invitation only. For our first league (Fall) we will only invite park players/players of old gym. During the next league (Winter), we will only invite players who play on their assigned schedule regularly starting 3rd week of October. We would also want confirmation beforehand that each (invited) player will be present and available to play 6 consecutive Sundays (duration of the League) so it would be fair to all your teammates and the group as a whole since we will only have 6 teams - 7-8 players each team so each player will have ample playing time.

Black and White reversible jerseys with numbers in the front and back will be required for playing in the 2009 PBBC league. Final schedule for payment of the reversible practice/league jersey will be this Friday (Oct. 9) and Sunday (Oct. 11).

    RULES AND REGULATIONS

    TEAM ASSIGNMENTS (PICKED IN RANDOM):

    • 6 Point Guards will be assigned to teams A, B, C, D, E & F. They will then pick from one of 6 pre-rolled papers containing numbers 1 to 6. This will determine who will get the first pick in every category/position.
    • The rest of the players who were pre-grouped according to positions (Centers, Power Forwards, Small Forwards and Shooting Guards), their names written down in small pieces of paper will then be placed in containers labeled accordingly.
    • Point Guards (in order of pick) are then tasked to pick 1 rolled paper from labeled containers, Centers first, Power Forwards next and so on and so forth.
    • This will be the 6 teams who will compete in the 2009 PBBC Fall League. Teams will then vote for their Team Captain and Assistant whom will be tasked to relay all the rules and regulations of this tournament as well as function as the coach/manager. Teams will be allowed to trade their picks after teams are determined (one trade per team and based on positions). PG, C and PF are excluded from the trade so we can maintain a balanced line-up.

    PLAYER ABSENCES:

    • Players who won't be able to play on specific dates due to injury, family or work related issues should inform their teams and the committee on or before Friday 10:00 PM prior to the scheduled game.
    • Players who misplaced or lose their jerseys should inform the committee on or before Thursday 12:00 noon so we can have them replaced before Sunday. No Offical Jersey / No Play.
    • Teams are allowed to "draft" one player from the "reserve pool" (only one draftee the whole season). Drafted players are only allowed to play when their team is missing/have an injured player on game day to maintain the 8-player per team tournament.
    • Two unexplained game-day absence will prevent a player from being invited the next season. Player re-activation will depend on attendance and approval from club members.

    GAME RULES:
    • The tournament will follow a six-team single round-robin format.
    • Games will have two 20-minute halves with a 3 minute half-time break. 20 minutes run time will be followed except for the last 59 seconds of the 1st half and last 2 minutes of the 2nd half (note: if a team is ahead by 20 points or more, the time will continue to run). Otherwise, clock is stopped for every blow of the whistle during specified times.
    • Games will start with jump balls every half and in each overtime period.
    • Substitutions will only be allowed during dead ball. Table officials should be made aware of each substitution.
    • 24-second shot clock will be employed in the last 5 minutes of the second half and in overtime.
    • There will be two 1 minute time-outs each half. No time-out carry-overs in second half and in overtime. 1 time-out per overtime.
    • Overtime periods are two minutes in length.
    • Ten-minute allowance (after game time) will be given to teams before declaring forfeit. Clocks in the gym will be official time. Teams must have at least 5 players to start the game. Team will be asked to pay $80 before the start of next game schedule.
    • Team leaders are responsible for actions of their players. Any unsportsmanlike conduct / fighting will be subject to suspension of the player(s) involved. There will be zero-tolerance for said conduct and such actions will subsequently result to an automatic suspension from joining future club practices or tournaments.
    • Each team will be responsible for their own insurance coverage and team leaders must submit a signed roster form releasing PBBC fall league organizers and the school gym from all responsibilities. Team leaders are held liable and responsible for all the players actions on his team.
    • Players should wear official club practice/league reversible jersey with their actual registered numbers or - NO PLAY. Lost/Stolen jersey should be reported on or before Thursday so we can find a solution for the problem early.

    GAME PROTEST:
    • If game rules specifically apply to a disagreement, the referee’s decision is final. If game rules possess similar interpretation, the protest is prohibited. If a disagreement is not game rule related or cannot be interpreted, organizing officials will review the written protest, their decision is final.
    • Team representatives shall present proper protest in writing with a fee (to be set); if the protest is considered improper, the fee will be donated toward award funding and christmas party fund.
    • Protest regarding player eligibility is to be formally declared to the organizing official prior to competition.
    • In addition to oral protest of competition related disagreements, protest requirements are to be completed within 30 minutes after declaration of game outcome, the protest is void otherwise.
    • Players are prohibited from questioning referees during competition. A technical foul will be awarded to said player/s.

    DEALING WITH A 2-WAY / 3-WAY TIE:

In case a 3-way tie occurs, the following rules will be followed accordingly:
    • Won-loss records, counting only games between the teams that are tied.
    • Point differentials, counting only games between the teams that are tied.
    • Point differentials, counting games against all common opponents.
    • Point differentials, counting games against all common opponents, excluding each team's best and worst differentials.
    • Points scored, counting only games among the teams that are tied.
    • Points scored, couting games against all common opponenets.
