    Default Offloaded from the aircraft due to Immigration personal assessment, unconstitutional...


    I don't know how to start, I still feel so frustrated with the few uniform people in Cebu Immigration.
    I was offloaded from Cebu Pacific last Oct. 28, 2013 at Cebu International Airport. Her main reason is, I don't have 5 days hotel accommodation. I only have 2 days hotel accommodation at Marina Mandarin Hotel in Singapore. I told officer Anna Celestino who cross checked me, I did not book the entire 5 days, because the remaining days, I can just stay with my friends. I work in Singapore for 4 years as a teacher and I have few very good friends who can house me and even feed me for free.
    My ticket Departure is Oct. 28,2013 and return ticket is Nov. 3, 2013. I have all documents in my smart phone but she refused to accept it because she wanted me to print everything she asked.

    Dear Friends, Please help me share. One of the strictest Immigration officer asked me to comply all these requirements before I will be admitted to board the Plane. Unconstitutional, out of context assessment on my personality and humanity! Arbitrary and harassing my right to travel. I travelled and visited asian countries that don't require Visa or even India but to her it's not an excuse. You might experience this if we will not take action now! They will target to offload specially if your an X overseas worker. They are so worried and they don't like you to look for a job outside the country unless you go to POEA. They discouraged direct hiring, they have their own stupid reasons! Seriously insane!

    Cebu Immigration Officer ANNA CELESTINO, the officer of the day who assist me for cross checking! She talks like, she's untouchable, very arrogant! Whatever her personal assessment on me, it's not constitutional and she don't have any right to offload me.

    These are the requirements she asked me to produce.
    Itinerary of my fiancee that I will meet him in Singapore
    Confirmed hotel booking,
    emails, text that we are really bf/gf, pictures, copy of his passport
    proof that I'm enrolled at Treffpunk Deutch Languae School,
    Bank Statement good for 3 Months.
    Old OEC

    I have everything on my smart phone. I showed it to her, but she refused to see. She wants me to print it out.
    My flight is 7:55, she started interviewing me at 7:30, so slow, asking questions 4 times over and over gain. And 7:55 she wants a hard copy/ print out of whats in my phone! Are you out of your mind? Where can I print? and the time? Cebu Pac crew waited me and others until 8, but sorry, she said to others who were not accommodated and interviewed as the plane was gone, oh just come back tomorrow! I ask Officer Celestino if, am I offloaded? she said, it's not me who offload you, it's the Airline! The moment you were sitting there waiting to be crossed checked, they already offload you! I said, WHAT?!!!
    You interviewed me and delayed everything, you issued me all these, you want a print out, and you told me it's the airline who offload me ( Cebu Pacific), and not you? I really wanted to punched her face that very moment but I just need to calm down.
    Oh, she asked my old OEC too! why she needs me to produce an old OEC when I travel to Sg as a tourist? I haven't been working nor visited Sg for a year! Why she needs a copy of old OEC? last time I went back to sg as a worker, the officer took it. and my copy, after I landed SG, i put it in the bin as I don't need it for Singapore entry!
    As for the bank statement, I told her I have 50k cash and if she wants to see if I have money in my bank, I can go to the atm and show my account balance. But she said, No need! Give me the most recent activity, a bank statement of your BPI account, the last 3 months! It should be from your bank!
    God, I want to cast out my NATIONALITY AS A FILIPINO. I better choose to be an IRAQUI!

    Oh God! when I went to US embassy, they don't even asked my bank statement! Is this martial law in Cebu Immigration? Friends, please share this, we don't need this kind of immigration officer who don't use their common sense! —

I need more support so that this case will be expedite. They abuse the power of authority vested on them. They can't even use their common sense as they think they have so much power over nobody like me.

    You should have asked in return a copy of their screening procedure to see whether what you went through abides with the procedure of the agency.

    Secondly, you mention that you will have to stay with friends for the remainder of our stay. You should have asked for an invitation letter from them stating that they will house you for a few days. This way, the agents wont doubt your intentions.

    I did not asked for invitation letter because to me, I don't need anyone to invite, its my right to travel and naa man ko hotel booking I have money I can show. I even told her, ok if that makes you happy then, i can book the full 5 days right now, its easy. But she said, you should have done that before. There are people who get invitation letter, still offloaded! Aside from that, I travelled a lot before, I have no problem. Its not her problem, kun asa ko mo stay, if there is someone who will question me that, it should be the receiving country, the immigration officer in Sg, they can determine if they will let me in or not then I will accept that! If basihan constitution she don't have any right to do that to me. I have valid passport, and i'm not a threat to national security. I don't have order from the court na iya ko i hold.

    this is a lesson for everyone.. if we are a frequent traveler esp out of the country then we should know the policies. these a-h*les think and act like they are not being fed by our taxes! i don't really understand why a lot of government employees think that they are invincible and above any other civilian. the heck with them! if you know the policies and better yet have a copy of those then you can simply rebut and go your way. you can tell them straight to F*ck off as you are abiding the rules provided and that they do not have any valid reason to put you on hold.

    it's good to know that you filed the case with the Ombudsman. go to the media if they will not act upon your case, such a shame that the trend now is that they won't act on your case on a speedy manner if there is no media pressure. it was a great hassle on your part. if it happened to me, I will certainly be fuming!

    If you are confident with your travel preparations (documents, etc.) and you understand your rights, you should have not allowed them to get you into that ordeal. Problem is, you hesitate to make a stand and with that you have been exploited. We paid these government employees and officials to uphold and implement our laws not to use their position to exploit the people.

    I have everything on my smart phone, I showed it to her, but she wants a print out! if you are just cross examining me, and I have a document in hand. If you have common sense, you see a proof though it's only in the computer, or you can see the same documents in smart phone,s booking etc, does it make any difference when you print it out? If ako i print, unsa may difference sa text or sa content sa document ? Kung ako sya i print? mausob ba ang text or ang context nga naa sa ako phone? I'm saving trees! And where on an E-world!

    Well, I cannot just grab my documents from her desk and just jump off the plane. I cannot just go without my boarding pass, a stamped from immigration etc. I tried and took it after the plane left and she told me, I am offloaded by the airline not because of her. Is she trying to fool me? I demand that I should have it, I need her supervisor, she told me, you have to wait. ok I will put it here that you refused for inspection! What you will do? do you have any choice that very moment against an officer of the Republic of the Philippines who are vested with the power?
    The thing is, I have no time anymore, she intended to delay the interview and asked documents to be printed out when she knows there is no time!

    You know, it's easier said than done, when your in the actual situation, and your catching up a flight, your mind is mixed up.

    Yes, this things could happen to you, especially if you will travel na mag tourist ka. If you look very rich, with rolex watch or tag or cartier and mistizo guapo, trust me, she will not offload you!

    Kaming mga yamokmok ug face? Unsaon man intawon ning Pilipinas, i judge man ka kung unsay imu hitsura, and to think that night, I look very formal. She asked me a bank statement? Mag tourist ko, unya iya requirement under sa rason for business meetings! I am so so frustrated! I am calling the attention of those people na naka experience ani nga ka hassle and who will join me for this fight.

    your documents is on your iphone.
    you dont have invitation letter.

    its a red flag to them miss. just suck it up and make your documents on papers.
