Because society is wired that way, even though they are similar garments that cover pretty much the same amount of skin, people associate underwear with nakedness and something that is not to be shown to the world, and swimming attire with the beach or pool. The only downside of wearing our underwear to the beach... it's the material, swimwear is made to stay opaque when wet, not get damaged easily by salty water, and dries faster and most bikinis are made to look cuute and flirty without being too risque.... our undies don’t do all that and they are built with support and comfort in mind, it would take super long to dry, and everyone would see our butt once we get wet lol hahaha

additional I think it's more of a manners...... Manner wise, it's just not right for anybody to see you undressed. Wearing a bikini is much different than wearing bras because they're used for different purposes. ok....na TS?
