it should depend on the road worthiness and condition of the vehicle not on the age. there are vehicles that are properly maintained by their owners.

with due respect ni sen miriam, patuyang ra sab na nga proposed bill oy! kung ang purpose is for road safety, tan-awon nalang unta nila una ang condition sa mga public transport and come up with a procedure to check roadworthiness of each, not only during renewal of registration but random, on the road monitoring... with consideration of the vehicle age from first registration...
nya... for private vehicles, uyon ko anang increasing tax/fee for renewal of registration according to vehicle age kaysa outright ban on "old" vehicles but of course, the procedure on checking roadworthiness will still be the primary criteria...
