i cannot understand the word 'spam'. how it is describe,?

is Spamming and spammers are different?

spammer- someone who post needless amounts of crap on a forum.

That is why there are policies in placed for users for any internet service. Any repeated violation will lead to blocking of service access, that's how you stop it, nothing more.
