Quotes that are found below a chapter head, preceding a chapter's content are usually done to set-up the mind of the reader, much as the same way some films (like Quentin Tarantino's Kill Bill) start the film by inserting a quote then continue on with the movie, as a means of inspiration and to invoke certain ideas/thoughts from the reader/audience

i don't think they have a name yet for that. i think they're just called "quotes" or opening quotes.
