It's a good thing that cebu is developing but there is a price for all of these develoments and one of them is traffic. Implementing traffic rules can only do so much as for your proposal of road...

Then what is? Limit the vehicles by imposing higher vehicle taxes like in Singapore(I don't know if filipinos would allow this especially with our love for cars)? It is the cheapest/cost effective...
